The Open Vault Question asks whether Dovarim should spend deep reserves on expansion, keep them sealed against catastrophe, or lend them outward to buy allies and influence. Forge-lords want investment, gate captains want stores, and tithe officers want proof generosity will return before the next siege bell. The debate smells of lamp oil, vault dust, hot metal, old coin, and fear polished into policy. Its cost is moral: every unopened vault may abandon living allies, while every opened vault may rob the dead and unborn of the safety it was meant to guard.
