The Noon Oath

The Noon Oath is Surayan's public vow that judgement, alliance, punishment, and guest-right must be answerable beneath open daylight. It does not forbid cunning, raids, reprisals, or harsh rule. It forbids hiding dishonour behind walls and soft speech. The oath is old enough that its cup words are taught before many children ride alone. Beautiful in its clarity and dreadful in its exposure, it makes every public act a thing witnesses may carry across the grass. To break it is to become a shadow where shadows are warnings. In war the oath also governs muster declarations, lance reports, hostage handling, and pursuit limits, so speed remains answerable before witnesses even when blood is hot.
