The Broken Road Mandate

The Broken Road Mandate authorises the Company to travel outside normal beacon roads, toll gates, and muster chains when ordinary routes would expose the burden. It is hated by officials because it creates lawful absence: supplies vanish from ledgers, witnesses go unnamed, and commanders must later justify why they helped strangers they were not allowed to fully question.
