The Sevenfold Ledger is less a book than a burden given pages. Its copies are chained in district halls, wrapped in oiled leather, and opened with hands washed before witnesses. Grain, stone, steel, witness, water, road, and blood: Caerdun's seven public debts are written there in columns old enough to outlive dynasties. In famine, people curse it. In invasion, they cling to it. The Ledger makes relief traceable and cowardice visible, which is why every corrupt official has dreamed of losing a page and every honest one fears being named on it.
