The Settled Road Question asks whether Keldrun should build more fixed towns and stone toll roads or preserve the mobile hall culture that keeps it difficult to conquer. Traders smell prosperity in fences, warehouses, and reliable markets. Old riders smell captivity, taxes, soft bellies, and enemies learning where every store is kept. The debate is ancient because both sides are right enough to be dangerous. In councils it smells of wet wool, horse sweat, lamp oil, fresh-cut timber, and mud dragged in from roads no map has yet made safe. Comfort and conquest may begin with the same gate. Fixed roads promise beauty too: lamps in winter, safer markets, children sleeping without listening for horns. Their dread is quieter but real, because a wall that saves grain may also teach enemies where hunger lives, and every choice risks condemning someone beyond the fence.
