The Black Beacon Key is kept behind three seals, under a rite older than the present Stewardship, and brought out only when the last warning chamber must be opened. It is an ugly thing, iron-dark and heavy, its teeth worn by hands that rarely slept well afterward. To turn it is to wake the whole realm: roads seized for riders, barns counted for war, surgeons pulled from fever wards, and local command swallowed by the greater peril. The key exists to slow panic, but also to punish delay. Caerdun teaches that it must be held by officers and witnessed by a civilian because no single hand should own so much fear. Those who use it lightly are ruined. Those who refuse it wrongly may be remembered only by the villages that burned while they hesitated.
